1、按好質量策劃，質量策劃貫穿整個工程建設過程，是質量管理的基礎工作，是使工程建設各過程處于受控的必要條件。

2、建立健全技術質量責任制，施工單位要嚴格建立健全部門責任制，五大員及特種工責任制，建立檢查驗收制度，例會記錄制度，層層把關、責任到人，要對工程質量實行終身責任制，促進工程質量的總體提高。

3、把好施工技術關，堅持圖紙會審制度，實行設計單位、監(jiān)理單位、施工單位、建設單位參加圖紙會審，發(fā)現和避免設計中的誤差和不合理，弄清設計意圖，吃透設計要求。

5、嚴把材料采購關、檢驗關，打好工程建設物質基礎。
